Pedro S. Tolentino was born on the-29th of April 1905 in the barrio of Ilijan, Batangas. He was the youngest child of Santiago Tolentino and Emerenciana Silang, and was united in marriage to Nellei Reyes of Taal.
He began his studies in the barrio before being transferred to the Batangas Intermediate School. due to his inherent intelligence . He completed his secondary education at Batangas National High School in 1924. He served as a teacher from 1925 to 1928, and was sent as a pensionado to the Philippine Normal Schoolwhere he graduated in 1931. He also pursued a degree in law and eventually became a full-fledged lawyer.
He entered politics as a Baragay Chairman and became renowned for his honest governance. He served as the primary bridge in officially elevating Batangas to cityhood on July 23, 1969, which is why he is recognized as its very Fist City Mayor.
